Previously in command of the Navy Region Hawaii, Rear Admiral Rick Williams was in charge of five bases and more than 30,000 sailors. As a graduate of the U.S. Navy War College in 1996, Rear Admiral Rick Williams received a master of arts degree in national security Affairs.

Located in Newport, Rhode Island, the U.S. Navy War College is involved in conducting research in various areas of the world through study groups. One such group is involved in conducting research into the Asia-Pacific Region. The Asia Pacific Study Group (APSG) serves the navy as a research coordinator and catalyst for information needed to plan major policies.

The Asia Pacific Study Group also aids the National Security Administration by providing critical research that helps to determine strategies for the Asia-Pacific Region. The information provided by the Asia Pacific Study Group is collected through research activities and major conferences that feature guest speakers.
